Court Announces Retirement of Hon. Peter B. Foor

Fairfield, California – The Superior Court of California, County of Solano announces the retirement of the Hon. Peter B. Foor after almost 21 years on the bench, effective June 29, 2018. Judge Foor was appointed to the Solano Superior Court by Governor Pete Wilson on November 19, 1997. He has served as the Court’s Presiding Judge (2004-2005), Assistant Presiding Judge (2002-2003), Presiding Juvenile Judge (2000-2001), and served multiple years as the Court’s Supervising Criminal Judge. He has spent most of his judicial career presiding over serious felony matters.

Judge Foor is a veteran of the United States Marine Corps. He graduated from Officer Candidate School in Quantico, VA where he was commissioned as an infantry officer. He served in Vietnam as a Platoon Leader and Company Commander. He served as an Advanced Weapons Instructor and Battalion Legal Officer at Camp Pendleton.

He earned his Bachelor of Arts degree from Whittier College and his Juris Doctorate from Golden Gate University Law School. After passing the bar exam, his first legal position was with the Tulare County District Attorney’s Office as a Deputy District Attorney (1973-1975). From that position he opened his own firm, Foor and Killmer, in Visalia, handling a variety of civil and criminal matters (1975-1980).

After a number of years of legal practice, Judge Foor ventured to Alaska and took up commercial salmon and halibut fishing and earned his pilot’s license, flying small aircraft all over the state.

After three years in Alaska, he returned to California to take care of an ill girlfriend and took a position with the Solano County Public Defender’s Office handling serious felony matters. He supervised the felony division and helped manage the Public Defender’s Office. After thirteen years in the Public Defender’s Office he was appointed to the bench.

His professional memberships have included the California State Bar, Alaska State Bar, California Public Defender’s Association and California Attorneys for Criminal Justice.

As stated by Judge Foor, “It has been an honor and a privilege to serve as a Superior Court Judge in Solano County. I appreciate all the friendship and support I have received over the years from my fellow judges, court administration and court staff. I retire knowing the public will continue to be well-served by the Solano Superior Court.”
